Skills Assure Supplier
Vertical Horizonz Australia (VHA) is an approved Skills Assure Supplier (SAS) under the Queensland Government subsidised training SAS Framework.
The Skills Assure Supplier (SAS) Framework is a key initiative under the Good Jobs, Great Training: Queensland Skills Strategy 2024–2028. It is designed to strengthen Queensland’s vocational education and training (VET) system by ensuring quality and accountability in the delivery of government subsidised training.
The SAS Framework is administered by the Department of Trade, Employment and Training (DTET), which oversees the approval and monitoring of registered training organisations (RTOs) eligible to deliver subsidised training to students across Queensland.
Vertical Horizonz Australia is approved to deliver specified qualifications through employment-based apprenticeships and traineeships.
A SAS delivering apprenticeship and traineeship Qualifications is also referred to as a Supervising RTO (SRTO) and must comply with all relevant legislative requirements of an SRTO under the Further Education and Training (FET) Act 2014.
All student’s may be asked to complete Queensland Government surveys on their training goals, experience and outcome.

View Course- The SAS must charge and collect Co-Contribution fees at the Unit of Competency (UoC) level and must be calculated at the commencement of each UoC.
- VHA reserves the right to charge additional co-contribution fees, in all cases these will discussed, documented, and agreed prior to the enrolment of the apprentice or trainee enrols in training and training commences.
- VHA invoices the co-contribution fees monthly based on the UoC awarded during the month.
- When a learner transfers from a school-based apprenticeship or traineeship (SAT) to a full or part time apprenticeship or traineeship, Co-contribution fees must be charged for training and assessment of any UoC not yet commenced. This does not apply to Free Apprenticeships for under 25s
VHA will only charge 40% of the Co-contribution fee where the apprentice or trainee falls into one of the following categories:
- Was or will be under 17 years of age at the end of February in the year in which VHA provides training, and is not at school and has not completed years 12.
- Holds a Health Care, Veteran or Pensioner Concession Card issued under the Commonwealth law, or is the partner or a dependant of a person who holds such a card an is named on the card.
- Holds an official form issued under Commonwealth law confirming that the individual, their partner, or the person of whom they are dependent, is entitled to concessions under the Health Care, Veteran, or Pensioner Concession Card.
- Identifies as Aboriginal or Torres Strait Islander.
VHA will not charge Co-contribution fees to school-based apprenticeships and traineeships, or any other exempt program identified by DTET, and that VHA is approved to deliver.
View CourseCareer Start provides individuals with the skills and support to start their career. The Program provides training to help individuals find a job and supports those already employed to move into more skilled roles or full-time employment, including after completing an apprenticeship or traineeship. Career Start supports delivery of entry level training to students, Trainees and Apprentices aligned with the skill outcomes required by industry. Career Start offers two training pathways, either a general training pathway or employment-based apprenticeship or traineeship pathway.
Effective Date:
01 July 2025 and will continue until the earlier of 30 June 2028 or, the Expiry Date, or earlier termination in accordance with the terms of the Skills Assure Supplier Agreement.
Eligibility:
Eligible Students must meet the following criteria:
- Currently employed as a Queensland apprentice or trainee (under a registered training contract) in an eligible apprenticeship or traineeship Qualification through this Program
- Not currently be enrolled in a Qualification
- Not be a school student, and
- Not exceed a maximum of two government-funded apprenticeships/traineeships within a 10-year period.
Students will be funded a maximum of two government funded apprenticeships/traineeships across the School-based Apprenticeships and Traineeships (SATs), Career Start and Career Boost Programs. The two apprenticeships/traineeships can be undertaken in this Career Start Program.
Students can receive funding for only one apprenticeship or traineeship at a time. If two training contracts are registered at the same time, the contract with the earliest start date will qualify for funding, provided all other eligibility requirements are met.
View CourseUnder the Good Jobs, Great Training: Queensland Skills Strategy 2024-28 the continuing students program has been introduced to ensure continuing students (existing students) can complete their qualifications or skill sets without disadvantage, the discontinued programs will gradually phase out.
Effective Date:
01 July 2025 and will continue until the earlier of 31 December 2026 for continuing students under an apprenticeship or traineeship, or the expiry of Qualification, or earlier termination in accordance with the terms of the Agreement.
Eligibility:
Continuing Students means Students who enrolled and commenced training prior to 1 July 2025 with VHA. We may continue to deliver to eligible students in the enrolled qualification or a superseding qualification only.

- Australian or New Zealand citizen or Australian permanent resident
- Or, a temporary resident with a visa and work permits on the pathway to permanent residency
Free Apprenticeships for under 25s
The Free Apprenticeships for Under 25s Program is part of the Free TAFE initiatives, a commitment of the National Jobs and Skills Summit to make more places fee free, allowing more Queenslanders to become skilled in areas critical for the economy. This Program offers fully subsidised training for young people under 25 years who commence in a priority apprenticeship and traineeship qualification. There are no co-contribution fees associated with this program.
Effective date:
1 July 2025 and will continue until the earlier of 30 June 2027, or the Expiry Date, or earlier termination in accordance with the terms of the Skills Assure Supplier Agreement.
Eligibility for Free Under 25’s Apprenticeship funding:
Learners must meet the following criteria:
- Be aged under 25 years prior to entering into a training contract (commencing or recommencing) for a qualification that is funded by the Department through Free Apprenticeships for Under 25s.
- Currently employed as a Queensland apprentice or trainee (under a registered training contract) in an eligible apprenticeship or traineeship qualification through this Program.
- No longer enrolled at school.
- Commence or recommence their apprenticeship or traineeship between 1 July 2025 and 30 June 2027
- Not currently enrolled in a qualification.
- Not exceed a maximum of two government-funded apprenticeships or traineeships within a 10-year period.
Students will be able to be funded for a maximum two government funded Apprenticeships/Traineeships across the Career Start, Career Boost Programs and School-Based Apprenticeships and Traineeships (SATs).
Students can receive funding for only one apprenticeship or traineeship at a time. If two training contracts are registered at the same time, the contract with the earliest start date will qualify for funding, provided all other eligibility requirements are met.
